Denmark is one of the most digital societies in the world. It is a prerequisite for a digital society that people and machines can communicate digitally in an effective and secure manner. This is why availability, confidentiality, and integrity in telecommunication services play a critical role in the security and workings of the society.

This threat assessment lowers the threat level regarding cyber espionage against the telecommunications sector from HIGH to MEDIUM. It is CFCS' assessment that the Danish telecommunication sector currently is not a highly prioritised target. The threat level from cyber activism is raised from LOW to MEDIUM. This is based on activist cyber attacks following Russia's invasion of Ukraine and the reactions following the invasion.

The threat from cyber crime continues to be VERY HIGH, while the threat from destructive cyber attacks remains LOW. The threat from cyber terrorism is NONE.

This assessment is intended to give decision makers within the telecommunication sector insight into the cyber threats facing the sector. The assessment has a time frame of two years and this assessment replaces the previous one from 2019.

The most recent update was made in March 2023 with an added note to reflect that CFCS raised the threat level for cyber activism from MEDIUM to HIGH in March 2023. The rest of the threat assessment remain unchanged.
